Symantec Web Gateway Physical Appliance | Block pages not been sent to User

I got a Symantec Web Gateway Physical Appliance configured with the MGMT port and Inline+proxy on version 5.1.1.24

It is working correclty and policies are confguted and trafic beign block, just one thing missing, the User Block pages are not been sent back to the user! the prohibited site stops loading and eventually send an error back "timed-out" but the user never recivies the block page.

I used to have the VM solution and used to send back the block page page wihtou any problems, even for the downlaods i would see the Webgateway validating the donwload and checking for viruses, this one shows nothing simple times out the page.

What am i doing wrong?
