SWG Policy Management

Hello,

I'm just testing SWG in my Lab environment and now trying to create policies and I'm interested if I can create normal policies without Content Filter and if I can create some AD Groups and give some permissions to user groups. I think white list would be the best practise in this situation. 

Please help if you have some experience in this field
